what is special about it to make it that expensive?

Shrimp basically need soft acidic water = planted tanks and eat a lot of plant matter. So planted tank substrates work well. And planted tank substrates often come prewashed and with slow release minerals needed by plants = more expensive than sand or gravel.

Avoid rift lake substrates designed to maintain a high pH.

Bare tanks are fine too as long as the water quality is right.
